Citizens Development Center Citizens Development Center was founded in 1951 by parents of mentally challenged children, and was originally called Children's Development Center. When the public school system became responsible for educating special needs children, parents foresaw the mission of CDC shifting accordingly. As these children graduated from public schools, they continued to need specialized services such as job training and placement. The mission of the agency shifted its focus to the vocational training of adults and became known as Citizens Development Center. |
