Job Summary
The City of Garland is seeking a proactive and experienced Stormwater Engineer to join our team in managing the stormwater systems within our community. As a key member of our Engineering Department, the Stormwater Engineer will be responsible for reviewing and approving drainage plans and stormwater pollution prevention plans for both private development and public works projects by ensuring compliance with City ordinances, engineering standard practices, and all regulatory requirements.

Essential Duties and Responsibilities
Stormwater:
Review and approve Erosion Control Plans and Stormwater Pollution Prevention Plans (SWPPP) for both private development and public works projects.
Prepare notices for construction projects: Notices of Intent (NOI), Notices of Termination (NOT) and Construction Site Notices (CSN).
Assist in compliance with and record keeping for the City's Stormwater Management Program and annual report per the Texas Commission of Environmental Quality (TCEQ) Municipal Separate Storm Sewer Systems (MS4) Permit and the TCEQ Construction General Permit.
Conduct and document annual maintenance inspections of post-construction stormwater best management practices (BMPs) for detention/retention ponds, amenity ponds, and drainage/flood control structures to ensure operation and maintenance schedules are being followed.
Collaborate on corrective measures for potential detention pond maintenance violations and recommend technical resources needed to resolve the violations.
Hydrology, Hydraulics and Floodplain:
Hydraulic and other various stormwater calculation reviews for private development and public works projects to ensure compliance with the Code of Ordinances, Technical Standards Manual, and Standard Construction Details.
Review drainage / flood studies and floodplain development permits for conformance with City and FEMA requirements.
Review of hydrologic and/or hydraulic studies for submittal to FEMA for letters of map revision (CLOMR / LOMR) to satisfy the National Flood Insurance Program (NFIP) requirements.
Provide recommendations to the City's Floodplain Administrator.
Program Management:
Assist with the annual Community Rating System (CRS) reporting to FEMA.
Assist with the City's Drainage Improvement District, Drainage Participation Project, and Drainage Maintenance programs.
Assist in management of the City's Flood-Prone Property Buyout Program.
Assist in identifying, prioritizing, and planning for future projects as part of the citywide drainage improvement efforts.
Assist in pursuing federal and state funding opportunities for drainage projects.
Evaluate citizen drainage, erosion, and floodplain encroachment complaints and perform site visits; coordinate with property owners and develop solutions or corrective measures under applicable programs.
Miscellaneous:
Provide technical expertise and guidance to developers, consultant engineers, residents, and City staff on stormwater and floodplain management practices and requirements.
Meet with other Municipal, County, State, Federal and other agencies for review and compliance with established requirements and obtain permits when necessary.
Utilize Geographic Information Systems (GIS) and other software tools to analyze and visualize stormwater data, create maps, and support decision-making processes.
Search for, obtain, and review plats, record drawings, easements, and other relevant historical documents.
Keep abreast of emerging trends, technologies, and regulations related to stormwater management and participate in professional development activities to enhance job knowledge and skills.
Minimum Qualifications
Bachelor of Science in Civil Engineering, Environmental Engineering, or a related field from an ABET-accredited school
Professional Engineer (P.E.) license with the ability to secure Texas registration within 6 months of hire
Minimum of 5 years of experience in stormwater engineering, drainage design, or related field
Preferred Qualifications
Education/ Experience:
Certified Floodplain Manager (CFM) or ability to obtain within 6 months of hire
4-6 years of drainage and/or water resources related experience with a municipality, state agency, or municipal consultant
Knowledge, Skills & Abilities:
Knowledge of FEMA floodplain regulations, floodplain modeling best practices, and floodplain permitting
Knowledge of stormwater management techniques, including SWPPP, BMPs, detention/retention ponds, and erosion control measures
Knowledge of federal, state, and local land development and public works regulations (e.g., FEMA, TCEQ, TWDB, NCTCOG, etc.)
Strong attention to detail to ensure accuracy in calculations, designs, and documentation related to stormwater engineering projects
Comprehensive knowledge of Civil Engineering principals, techniques, and practices
Working knowledge of construction practices
Ability to read and interpret plats, easements, plans, construction details, specifications, and contracts
Skills in HEC-RAS, HEC-HMS, XPSWMM, FlowMaster, CulvertMaster, and AutoCAD programs
Working knowledge of Bluebeam Revu is preferred
Ability to navigate in GIS based software tools
Skills in Microsoft Office applications
Ability to communicate effectively and respectfully with peers, supervisors, general public, and all other people to whom service is provided
Ability to work independently with minimal supervision to manage tasks and meet schedules
Ability to collaborate effectively with cross-functional teams
Licenses and Certifications
Valid Class C Texas Driver's License
Licensed Professional Engineer (P.E.)
Physical Requirements / Work Environment
The incumbent works in a typical office environment but some physical labor is required. Physical tasks will include lifting, squatting, bending, stooping, reaching overhead and carrying supplies, as needed, to accomplish the tasks of the activity. Primary environment will be in a climate controlled, indoor atmosphere. Travel to and occasional exposure to typical construction site environmental conditions and/or hazards may be required.
