Job Summary

UT Southwestern Medical Center is hiring for a Manager of Emergency Management.

  • Develop and maintain comprehensive emergency management and business continuity plans for UTSW Medical Center, ensuring compliance with standards and documentation requirements.
  • Facilitate the development and implementation of Departmental Emergency Operations Plans (DEOPS) & Business Continuity Plans (BCPs), minimizing infrastructure and revenue loss while ensuring prompt resumption of operations.
  • Provide expert assistance to UTSW departments in coordinating planning efforts, conducting Business Impact Analyses (BIAs), and delivering training on emergency and continuity procedures.
Experience and Education
  • Bachelor's degree in emergency management, public health, or related field and five (5) years directly related experience required
  • Master's degree preferred. Hospital disaster planning experience preferred
Job Duties
  • Develop and maintain comprehensive emergency management, business continuity/ continuity of operations plans that support the UTSW Medical Center. Maintain all necessary and requested documentation for emergency management and business continuity requirements and standards.
  • Facilitates the development and implementation of Departmental Emergency Operations Plans (DEOPS) & Business Continuity Plans (BCPs) at UTSW. This involves ensuring the organization's readiness to respond to disasters, minimizing infrastructure and revenue loss, and facilitating a prompt resumption of operations.
  • Creates methodologies and instructional materials to aid UTSW departments in crafting their individual business continuity plans for decentralized or single department resources. Offers expert technical assistance in the preparation, testing, and updating of their continuity of operations plans.
  • Coordinates emergency management and business continuity/ continuity of operations planning efforts. Reviews departments plans and other organizational units to ensure that they meet UTSW standards and best practices. Compiles status information and metrics of business continuity and emergency management plans at UTSW and prepares reports and presentations of this information; plans, participates in, and reports to management on the success of drills including the creation of after-action review reports and presentations.
  • Performs regular Business Impact Analyses (BIAs) to assess the significant risks that could affect UTSW's ability to fulfill its mission as part of business continuity planning. Stays informed about major threats that may impact UTSW business activities, such as changes in environmental or economic conditions.
  • Develop and provide training on emergency and continuity of operations plans and procedures. Coordinates communication of emergency information to the campus in cooperation with other applicable departments including emails, phone lines, website, television monitors, etc. Assist in the administration and oversight of the UTSW Alert mass communication system and radio system.
  • Research and react to changing regulatory requirements, including for the University Hospital emergency management program. Support the creation and maintenance of the hazard vulnerability analysis (HVA) which determines concentrations in planning, training, and evaluating performance of emergency responders and affected areas.
  • Respond to both major and minor emergencies impacting UT Southwestern, including planned and unexpected events where operations are significantly interrupted. Response required during non-business hours, including nights, weekends, and holidays.
  • Plans and conducts departmental recovery plan exercises with individual business unit staff and coordinates emergency management-related training, drills, and exercises for the institution.
  • Represent the Office of Emergency Management by serving as a liaison at meetings, conferences, and with external emergency management organizations.
  • Performs other duties as assigned.
